PPWR Compliance

Preparing Packaging for the New EU Regulatory Framework

The EU Packaging and Packaging Waste Regulation — Regulation (EU) 2025/40 (PPWR) — introduces a harmonized framework covering packaging sustainability, substances of concern, recyclability, labelling and other requirements throughout the packaging life cycle.

CANBON is strengthening its compliance documentation to support European customers sourcing packaging products from China.

For our HDPE Raschel Bags, current supporting documentation includes testing related to food contact, heavy metals, total fluorine and restricted substances.

Understanding PPWR

Regulation (EU) 2025/40 entered into force in February 2025 and applies from 12 August 2026.

For packaging suppliers and buyers, PPWR creates requirements in several areas, including:

  • Substances of concern
  • Heavy metals
  • PFAS in food-contact packaging
  • Packaging design and recyclability
  • Material and technical documentation
  • Labelling
  • Waste prevention
  • Reuse and recycling requirements

The exact obligations depend on the packaging type, application, market and role of each economic operator.

For this reason, CANBON treats PPWR as an ongoing compliance program rather than a single certificate.
